Özlem Terzi is Assistant Professor of International Relations at the Department of Political Science and Public Administration, Vrije Universiteit (VU) Amsterdam. Before Joining the VU, she was a visiting researcher at the College of Europe, Bruges, Department of EU International Relations and Diplomacy and Associate Professor at the Faculty of Political Science, Istanbul University. Özlem studied at the London School of Economics, European Institute for her MSc in European Studies with a Jean Monnet scholarship from the European Commission. She did her PhD in International Relations at Middle East Technical University in Ankara with a focus on how Foreign Policy Analysis models that are constructed for state-level analysis can be applied to a range of external relations of the European Union. Among others, Özlem is the author of the Influence of the European Union on Turkish Foreign Policy(2010) published by Routledge and co-editor of the Global Affairs Special Issue on Emotion(al) Norms in EUropean Foreign Policy (2021). She is the coordinator of the Jean Monnet Module REPAIR funded by the Erasmus+ Programme of the European Union between 2022 and 2025. She is the politics-track Coordinator of Philosophy, Politics, Economics Bachelor of John Stuart Mill College at the VU. 

Research

Özlem's main area of research is on the external relations of the European Union. She has previously published on the enlargement policy of the European Union, EU - Turkey and EU - Western Balkan relations. Her current research has two focal points:

The European Green Deal and its externalities, especially with a focus on the Arctic region. Özlem studies the EU's Arctic strategy and the inherent dilemmas between the necessities of its green transition agenda and the wider protection of the environment and human rights in the Arctic region. Her Jean Monnet Module on 'Re-focusing the European Green Deal on the protection of the environmnet, security and the indigenous peoples' rights in the Arctic' (REPAIR) is a result of this research focus.

Özlem also studies the role of emotions in the making of external policies of the EU and how emotions influence policy choices and actions (in a multi-level system as) in the EU. She has co-organised a workshop within the ECPR Joint Sessions of Workshops in 2022 on Emotions and Norms in EU Crisis Diplomacy and has co-edited the Global Affairs Special Issue 7(2) on Emotion(al) Norms in EUropean Foreign Policy .

Teaching

Özlem teaches at both the Bachelor's and Master's level programmes at the VU. Her bachelors level courses focuses on the European Union, its politics, institutions, and policies. At the Master's level she teaches on research design and core debates of political science, with a focus on Non-Western theories. Özlem is the Coordinator of the Master and PhD level extracurricullar module REPAIR (see above and also 'projects' on this website for further information on REPAIR). 

Özlem supervises Master's theses in the International Relations track and also in the Global Environmental Governance track of the Master's Programme on Political Science. She is open to co-supervising PhD candidates on the externalities of the European Green Deal, Arctic politics, and (human) security in the Arctic.
