Isabella Leroy is a PhD student at the Amsterdam Centre for Migration and Refugee Law under the supervision of Lieneke Slingenberg, Martijn Stronks and Janna Wessels.

Her research focuses on the legal framework of refugee camps in the EU and her research interests include the state of exception, human rights, encampment policies, EU migration governance and empirical legal studies.

Isabella's PhD project uses empirical legal studies to examine to what extent the laws that apply in refugee camps can be qualified as exceptional from a legal perspective. She focuses on three refugee camps in Europe along three main axes: the legislation applicable to the refugee camps, the policy rules under which it operates, and ECtHR and CJEU case law related to camps; with a view to determine whether refugee camps are governed by other norms than those applicable in the host state generally. It aims to generate knowledge on the different modes and nature of legal exceptions adopted by legislators, policy makers and courts, how exceptions are justified and how their meaning changes over time and between different levels and fields of law.

Personal information

Prior to starting her PhD, Isabella completed an MA in International Public Management at Sciences Po Paris. She also graduated cum laude from her LLM in International Migration and Refugee Law from the Vrije Universiteit Amsterdam, where she wrote her Master's thesis on the compatibility of the practice of assigning compulsory residence orders to Dublin claimants with international and EU law. She completed a BA at Sciences Po Paris with a focus on Euro-American relations and law. She has previous experience working in migration and refugee advocacy, both in case work and strategic litigation.
