Description
The Embassy of the Kingdom of the Netherlands in Accra, Ghana (EKN-Accra) rolled out the large-scale Ghana-Netherlands Water, Sanitation and Hygiene Program (GNWP), with a total budget of 82 million Euro. GNWP focused on the integrated development of WASH infrastructure with the aim to achieve improved service coverage in their sectors and a sustainable, inclusive (pro-poor) service delivery. GNWP was implemented in two phases. Phase I (2012-2014) focused on sectoral support through direct aid to Ghanian municipalities. Phase II supported full grant and PPP initiatives (WASH or water resources projects) and provided support to operational capacity building in priority areas (to the Ghanaian Ministry of Local Development). The GNWP projects were implemented for various cities in Ghana jointly with the GoG. Three approaches were used:
1. four initiatives were executed under the auspices of the EKN-Accra as direct support to priority projects of the GoG,
2. eleven initiatives were implemented by the Netherlands Enterprise Agency (RVO) within the PPP facility of Ghana WASH Window (GWW)
3. one initiative concerned policy support to the GoG to monitor and facilitate implementation of the GNWP.
The main focus of the evaluation is on 1 and 2 as these initiatives are marked by interventions that should result in direct and indirect effects and systemic changes that benefit the target group. Approach 3 will be evaluated separately.
