Affirmative Action at Babes-Bolyai University

Abstract

The Romanian model of affirmative action for Romani youth in higher education was a programme that was quite unique in Eastern Europe in the 1990s and it is still unique as of this writing. Having separate places for members of minorities at top universities in Europe is quite rare. Even in the United States, where affirmative action programmes were widespread, this model of affirmative action has been replaced with different other practices to address past discrimination. Despite various studies criticising such quota programmes for minorities, the Romanian government has decided to start an anti-discrimination programme for Roma youth in the early 1990s. Fourteen years on, there still have not been any comprehensive studies of past or present participants, nor have there been any internal studies conducted by the universities themselves.
The aim of this study is to fill – at least partially – this gap. The study collected and contextualised some of the basic demographic data of the Romani students in this programme. In addition, some of the basic educational characteristics of these students were also analysed.
