Abstract

This lecture on the occasion on the 40th anniversary of het SER in the province of Overijssel discusses the role the SER can play in contributing to more societal welfare in a broad sense. A broad concept of societal welfare has long been part of economic thinking in the Netherlands, also within the SER. For example, in the SER advice on socio-economic policy for the period 1996-2000, three important socio-economic policy goals were identified, namely (a) steady and balanced economic growth, (b) promoting labour participation, and (c) a reasonable income distribution. In this case they were supplemented by a fourth objective, namely (d) sustainable development. It was advocated that for that reason an integration of economic indicators with environmental indicators should take place. In this advisory report from 1996, the SER explicitly refers to 'a broad concept of welfare'. The role of the SER in this pursuit of more societal welfare in the Netherlands is that it organizes dialogue between various stakeholders in the socio-economic field. The aim is to get the most important stakeholders involved in the formulation of policy proposals, and to take account of the various interests and preferences in order to create support for the implementation of the policy proposals. This requires the input of experts, who must take account of external effects, and in this way reckon with the fact that policy proposals may be unfavorable for those who do not have a voice in the deliberations. With this role in the organization of socio-economic policy in our country, the SER serves society in promoting welfare for all in a broad sense
