Een risicoarme variant binnen het nieuwe pensioenstelsel

Abstract

Het initiatief van NSC-Kamerleden Pieter Omtzigt en Agnes Joseph om een referendum te houden draagt niet bij aan het verhelpen van de mankementen in het nieuwe pensioenstelsel. Een ‘nee’ in het referendum tegen de volledige overgang naar het nieuwe stelsel betekent dat het oude stelsel naast het nieuwe stelsel moet blijven bestaan. Dat levert veel extra uitvoeringskosten op die uiteindelijk door de pensioendeelnemers moeten worden opgebracht. Bij een meerderheid voor een ‘ja’ is er ontevredenheid bij de risicomijders die de zekerheid van het oude stelsel verkiezen. Daarom verdient het aanbeveling het nieuwe stelsel uit te breiden met een variant die aan de deelnemers een zelfde zekerheid biedt als het oude stelsel. Vanuit dat perspectief schetst dit artikel een ‘risico-arme’ variant die aan het nieuwe stelsel kan worden toegevoegd. Wel dient daarbij op het moment dat het totale vermogen van de fondsen over de individuele potjes wordt verdeeld - het invaren - er voor alle deelnemers zekerheid te zijn dat het pensioen in het nieuwe stelsel niet lager uitkomt dan in het oude stelsel.

A low-risk variant within the new pension system
The initiative of NSC MPs Pieter Omtzigt and Agnes Joseph to hold a referendum does not contribute to solving the shortcomings in the new pension system. A 'no' in the referendum against the full transition to the new system means that the old system must continue to exist alongside the new system. This results in many additional administration costs that ultimately have to be borne by the pension participants. If there is a majority in favor of a 'yes', there will be dissatisfaction among risk avoiders who prefer the security of the old system. This article therefore recommends to expand the new system with a variant that offers participants the same security as the old system. From that perspective, a 'low-risk' variant is to be added to the new system. Yet it implies that, when in the new system, the total assets of the funds are divided among the individual pots there must be certainty for all participants that the pension in the new system will not be lower than in the old system.
