Abstract

With the growing importance of digital markets,
concern about privacy and the protection of personal data has also increased. In addition, under
certain circumstances, some infringements in
this area may be related to infringements of
competition law.
In this context, the Catalan Competition
Authority (hereinafter, ACCO) included in the
2025–2026 Competition Promotion Action
Programme the preparation of a study on competition and the protection of personal data, with
the aim of providing information on the interactions between personal data protection regulations and competition law in digital markets,
which may be useful for companies, users or
competition authorities.
For this reason, ACCO commissioned Dr Alba
Ribera Martínez, Lecturer of Competition Law
and Economic Analysis of Law at Villanueva
University (Madrid), to carry out a study on these
matters. This document sets out the elements
most relevant to ACCO, from the perspective of
competition policy, of the "Study on competition and the protection of personal data
in the digital environment", prepared by Dr.
