Abstract
The study aims to evaluate the effectiveness of public spending for the health system of Vietnam and Southeast Asian countries from 2011 to 2018. As a result, we determine the position of Vietnam in the region and model countries to follow. Malmquist index and data envelope analysis (DEA) are employed to process the dataset, consisting of two input determinants and four output determinants. According to results from technical efficiency (TE), the study shows that ASEAN used public health spending inefficiently. However, technological efficiency change (TECHCH) accounts for the largest proportion of total productivity change (TFPCH). Therefore, Vietnam should additionally invest and develop other determinants, which do not come from public expenditure such as technological innovation or labor quality to increase health efficiency. However, Vietnam also needs to maintain efficiency from management and public spending allocation for keeping present efficiency.
