Abstract

Societal welfare in a broad sense and social innovation are central to the recent SER (Social Economic Council) medium term advice for the new Dutch government. However, it is unclear which forms of social innovation are considered and how these can contribute to more welfare in a broad sense. It should be better explained which measures of social innovation may as instruments enhance what aspects of societal welfare. For example, the SER seems to aim for a Pareto improvement in its policy recommendations. In that case, there should be no deterioration in any of the various component parts of societal welfare and there must be progress with respect to some components. Moreover this should also hold for all individual stakeholders in the country. This seems like a laudable aim, but is difficult to achieve in practice. Inevitably, today's generation will have to sacrifice considerable material wealth for the welfare and well-being of future generations.
