Abstract

This report combines external expert input to support the Commision’s proposal for the monitoring and evaluation framework of Horizon Europe, the European Framework Programme for Research and Innovation (2021-2027). The report provides a comprehensive assessment on the state of play of research and innovation monitoring and evaluation practices. It focuses on the common indicators, data and methodologies used to measure scientific, societal and economic impact of research and innovation. It includes expert recommendations for the development of the Impact pathways, and related key impact pathway indicators, the main novelty of the proposed monitoring and evaluation system for Horizon Europe
