Abstract
HIT Foundation started implementing the .Blue Birds' Circular Migration Pilot early 2010. In June 2011, the Ministry of Foreign Affairs decided to terminate the pilot prematurely. Trying out new ways to provide employers with skilled workers from outside the EU no longer supported the goals of the new Dutch government. As the support base for the pilot had eroded, the Ministry considered that it was not politically opportune to continue it. Based on the experience of setting up and executing the pilot, this report describes the lessons learned and contains recommendations on how to create sensible labour migration policies in the future.
