Abstract
When forming a new government, the aim is to create a kind of extra-parliamentary cabinet with experts, a 'program cabinet' as it is called. A good division of roles between politics and science is essential for this new form of government in The Netherlands. The proposed procedure is that in an outline agreement, politicians determine target values for the prosperity objectives, after which the specialist ministers try to achieve these objectives as best as possible based on their knowledge and scientific analysis in a government program. Ideally, a number of members of such a cabinet should have experience in both science and politics.
