Abstract

This chapter shows how vast and intricate the body of classical human rights social security case law has become. The European Court of Human Rights may compel states to provide support for the livelihood of people who are in extreme need and who are strongly dependent on the state. This does not require state yet to provide social assistance, let alone that there is a right to minimum income protection, which is still considered to be an exclusive subject of social fundamental rights.
