Abstract
This is a report which was commissioned in Autumn 2014 by the Stichting Vrije Artsenkeuze on the legality in the light of EU law of the proposed changes to Article 13 of the Dutch healthcare law. The conclusion is that the changes are unlawful. The changes were rejected by the Dutch senate in December 2014, but the government plans to submit some revised form of the amended law in 2015.
