N2 - Scholars in the international land debate frequently refer to the important role of local and national governments and elites in initiating and facilitating land deals, however without a further elaboration and conceptualization of these important actors. This paper tries to get a grasp of these actors from a political science perspective, hereby defining this special group as political 'power' elites.
