Abstract

In the formation of the new Rutte IV cabinet, there are not only calls for new political leadership, civil servants also need a new type of leader. As a result, an experienced senior civil servant, Mark Frequin, has drawn up what he calls ‘a compass’ for such leadership. However, for the time being, the compass points in many directions. What is needed is a type of leadership for civil servants in accordance with the Rhineland model. Such leader should be gifted with a with a good sense of direction indeed, but should be supported by a Rhineland political leader with vision. This provides a beacon towards which the civil servant’s leadership can steer the daily preparation and implementation of policy. Then the government can keep its course based on that vision.
