Abstract

Taxes are often regarded as a burden, yet taxation has proven to have had positive effects for democratization in history. Countries that levy less direct taxes are often also less democratic. The 'resource curse' is one of the explanations: when rulers can rely upon rich resources that support the state without the need to levy taxes, the consequences are a more repressive government. Taxation enforces interactions between rulers and subjects.
